Biography

Matthew Stubenberg graduated from the University of Maryland Baltimore County in 2009, and graduated cum laude from Maryland Law School in 2013. Interested in using technology to change how the law is practiced, he developed the Not Guilty App, which provided an interactive directory of Court resources and Judges in Maryland. Afterwards, Matthew realized there was an opportunity to automate the criminal record expungement process in Maryland and developed MDExpungement.com which has been used to expunge more than 100,000 cases since launching in 2015. 

Matthew has worked in a number of access to justice legal tech roles including the Sr. Application Specialist for the Maryland Legal Aid Bureau and later as the IT Director/Staff Attorney for the Maryland Volunteer Lawyers Service (MVLS). During his position at MVLS he created the CLUE program which scraped and housed millions of court records for easy access by researchers and advocates. His most recent position was the associate director of legal technology for Harvard Law School’s Access to Justice Lab where he conducted randomized controlled trials on various legal interventions to determine their effectiveness. 

Matthew has won several awards including the ABA Top 40 Young Lawyers, Daily Record’s 20 in their 20’s, and the Maryland Bar Foundation’s award for The Advancement of Rights of the Disadvantaged. His work has also been featured in the New York Times, ABA Journal, Daily Record, Open Law Lab, and Technical.ly.
