Biography

Noa is a born and raised kua‘āina of Waimānalo, O‘ahu.  He obtained his undergraduate degree in Pacific Island Studies from Brigham Young University – Hawai‘i and is a member of the William S. Richardson School of Law class of 2005. After a clerkship with the State of Hawai‘i’s Circuit Court of the First Circuit, Noa served as a Deputy Attorney General in the Hawai‘ii Department of the Attorney General’s Family Law Division.  From 2009 to 2016, Noa was the Vice President and General Counsel of Bishop Museum. Noa is currently a Senior Associate General Counsel for Hawaiian Electric where he focuses on complex commercial transactions in support of Hawai‘i’s initiative to achieve 100% clean energy by 2045.
