Biography
Frank is a licensed Attorney and Professional Engineer currently practicing in Honolulu. Frank came to practice law courtesy of the evening program at Richardson, after a long career as an environmental engineer. After obtaining his law degree, Frank moved to Washington, DC and worked at the Environmental Protection Agency’s highest law office (the Office of General Counsel or “OGC”) during two very different administrations. Frank left EPA to return to Hawaii to work at a leading law firm before setting off on his own. He has extensive experience in various roles, operating in different federal, state, and local environmental regulatory frameworks. At Richardson, he teaches a course on environmental regulatory law that is intended to supplement other UH environmental courses, focusing on the legal framework for air, water, earth, waste, and other environmental protection schemes, with an eye towards both regulated community compliance and public challenges.
